Does anyone ever complain to publishers about pagination in loose-leaf publications? I've had an editor at a major publisher tell me that he had NEVER received a complaint about pagination. My complaint was about adding a page with only three lines of type BEFORE another page with only four lines of type. Couldn't they have just reprinted the page with four lines by adding the three lines to it? It would have used the same amount of paper and kept the pagination simpler!
Am I alone in thinking this practice is wacko? It overcrowds notebooks and reduces the accuracy of updating.
What can we do?

One major quirk/complaint I have is that certain publishers put the page numbers in the top left corner of the page instead of the top right/bottom right/ or bottom center, making it very combersome and difficult to leaf through the pages when filing!
